I have the honour to forward a copy of the draft Grant
Code. A new edition of the Code became necessary when the report
of the recent Education Committee was adopted by the Government.
I have taken the occasion to recast it, and to insert a number
of provisions which experience has proved desirable.
these are merely the embodiment of rules which have been in
force in the department without question for some time.

In order to give the school authorities a full oppor-
tunity of understanding the proposed changes, I took the follow-
ing steps! -
(1) In May last in forwarding copies of the Education
Committee report to Managers of Schools, I wrote as follows:-
"I am enclosing copies of the Report of the recent Education Committee, which has been accepted as it stands by the Government. The Grant Code will shortly be amended accordingly. I shall be glad to receive any further suggestions for its amendment for consideration and in so far as possible for incorporation".
To these circulars, I received no replies.

On the 7th July, I circulated a draft copy of the Coda
under cover of the following letter.
"As you are aware it has been the intention of the Govern- ment to embody recommendations of the Committee on Edu- cation in an amended Code to come into force from the 1st of July. The report has already been circulated for your criticisms and suggestions, and a draft of a new Code has now been prepared of which I am sending you herewith copies. I have taken the opportunity to make certain other amend- ments in the Code, most of which are either of a not very important nature or are merely the embodiment of circulars and instructions which are already in force. There are however a few more noteworthy amendments. I have marked most of these in the margin. I shall be glad if you and the Heads of Schools under you will give the draft your careful consideration, and let me have any criticisms you may have to offer in writing on or before the 15th instant!”
